Final from Dr Elizabeth Gibson

This will be my last “From the Secretariat” as I retired on 11 August 2026.

I commenced with the CMPA in May 2013, and it has been a long journey with some wins such as Financial Assurances and Rehabilitation Bonds; and more of damage minimisation for the industry. Further details can be found on page 28.

I am going to use my swansong to thank the multitude of people that have assisted me in this time.

To the Minister for Energy and Resources, Hon Lily D’Ambrosio MP for forming the Rehabilitation Bond Panel and approving its report’s recommendations.

To Resources Victoria who, despite not always being on the same page as CMPA (e.g. Mineral Resources (Sustainable Development) Act Reform), assisted with:

• rehabilitation bonds,
• answered my numerous questions,
• addressed (some more successfully than others)
  even more numerous CMPA Members’ issues,
• provided topical articles for the CMPA Sand and
  Stone magazine.
• always provided presenters for CMPA Workshops,
  Webinars, General Meetings and Annual Dinners,
• always reviewed CMPA Guidelines when requested
  To WorkSafe Victoria where the common goal was for
  every employee to arrive home safely, assisted with:
• always provided presenters for CMPA Workshops,
  Webinars and General Meetings
• provided topical articles for the CMPA Sand and
  Stone magazine.
• always reviewed CMPA Safety Guidelines when
  requested

To all other State and Federal Departments.

To Associate Members who are the vital suppliers that underpin the quarry and construction and demolition waste recycling industries.

o the Voting Members and their employees whose active participation in Webinars, Workshops, General Meetings and Annual Dinners underpins the success of the CMPA.

To my team, Emma Morrison and April Everitt for ensuring the smooth running of the office.

To the CMPA Management Committee Members (past and present) and Secretary whose stability provided a solid think tank to bounce ideas off.

To Jason Comben (Chairperson) and Ron Kerr (Hon CEO) for the mentoring.

Finally, it has been a great honour to advocate for an industry made up of family and privately owned businesses whose owners are so deeply passionate about the essential construction materials processors industry.
